The length mismatch is expected because the synchronization signals are routed through different Wilkinson splitter paths on the board. To ensure the 20GHz synch, the phase alignment (not just the length) is critical and that is handled through simulation and tuning of the splitter ensuring the overall delay mismatch is within the acceptable phase error margin at 20GHz.
