Please refer to the IWR6843 data sheet (https://www.ti.com/lit/ds/symlink/iwr6843.pdf) section: 8.5 Boot Modes (Page: 63) for more details about the different SOP modes.
On a summary:
Functional Mode: Device Bootloader loads user application from QSPI Serial Flash to internal RAM and switches the control to it.
Flashing Mode: Device Bootloader spins in loop to allow flashing of user application (or device firmware patch – Supplied by TI) to the serial flash.
Debug Mode/Development Mode: Bootloader is bypassed and R4F processor is halted. This allows user to connect emulator at a known point.
