May I know could the tpic6c595 driver input the serial data, clock and latch in 3.3V? My mcu is producing a 3.3V signal.
Or we must use a level shifter to shift 3.3V to 5V? Can we omit the level shifter?

This will require a level shift between the two parts. The minimum logic supply voltage for the TPIC6C595 is 4.5V and the recommended VIH level is .85 x VCC, if running the part at its minimum supply voltage of 4.5V, an input high logic level is still recommended to be .85 X 4.5 = 3.825V which your mcu will not be able to produce.
