LM 2907

I am using an LM 2907, 8 pin device to convert shaft rpm to voltage. My shaft sensor is an s41 hall effect sensor. I have the circuit wired as shown in the TI datasheet to convert from a variable reluctance input with the RC values used in the datasheet example.

I noticed a similar question in the forum where the engineer stated the open collector output from the sensor must fall below ground to be counted so I hooked the ground lead of the sensor to negative 3 Vdc. The positive supply is 15 Vdc.

The LM 2906 is sort of a dirty backwards sawtooth (see attachment) who's frequency is proportional to the input but there is no DC component.

Any advice?
