Reading deviation on TDC1000 part 2.

I measure  an upstream TOF and a downstream TOF and calculate delta TOF. Actually it' s quite steady - I get a delta 25 - 45  picoseconds. But even a difference in 10 picoseconds results in a big difference in flow rate calculation.

for example:
Delta (in picoseconds) - Flow rate (M3/H)
29  -  2.66
30  -  2.82
33  -  3.03
38  -  3.48

Is it because my calculation wrong? Or should it be a deviation less then 10 picoseconds?

Is it real to achieve such a tight measuring +/- 10 picoseconds?
