Does TMP006 works if the die temperature is higher than the object i am attempted to measure?

If there is no object at front, is it measuring the ambient temperature within the fov?

It is measuring the infrared radiation it receives within its field of view. Even if there is not a radiation source directly in front of it, it will receive radiation from distant objects in the room. The result is the average of these radiation sources, which should be the same as room temperature.
