What is the purpose of shorting TX1/RX2 & TX2/RX1 while testing in low voltage for Water flow measurement & not shorting TX1/RX2 & TX2/RX1 while testing in high voltage for Gas flow measurement.

In TDC1000GASEVM, the resistors connecting the TX2/RX1 and TX1/RX2 have been removed to enable the TDC1000-GASEVM to be used with the TDC1000-BSTEVM. In the BSTEVM board, TX1/RX2 and TX2/RX1 are connected through the UCC parts U2/U3. After transducer excitation, U2/U3 driver outputs are tristated and that allows the TDC1000 to receive the echo.

For water flow applications, transducers with a resonance freq of 1 to 3MHz are used. For gas, transducers in the frequency range of 100kHz to 500kHz are used.

TDC1000 Receiver signal path is explained in Section 2.2 of SNAA284 and hope it helps clear the function of all the external components used.
