Is the surface or the bulk being sensed?

I have a liquid level application with the liquid in a plastic bag.  Is the capacitance mostly affected by the bag (so we would get the same results if the liquid were motor oil, water) or is the bag a minor player, so we would get very different results depending on what was in the bag?
