Hello,

Yes, the HDC1080 can be used in soil moisture detection: the only precaution could be to avoid direct contact of the sensing element with the ground.

In any case, depending from your specific application and setup, probably the best solution for detecting the soil moisture is the use of the capacitive sensing (FDC):
