TDC1000-TDC7200EVM: Distance sensing using EVM issue

I'm working to develop a product that will sense the level of fluids in a tank up to approximately 72 inches in heights.  I have just purchased a TDC1000 TDC7200EVM.  I have the GUI up and running and it appears to be connecting and controlling the EVM well.  However, i don't seem to be able discern a difference in distances at all.  TOF seems to always display a figure around 32000ns with a SD of 0.2ns.  I have attempted to sense through air and water, without success down to just several inches.  Is there a suggested setup for the TDC1000 or the TDC7200 that will result in allowing me to read distances?  I am seeing both start and stop pulses, however the differences are fixed as I move target away fro the transducer.  The composite waveforms also look fixed at approx 32000ns from each other.  Can someone give me a little guidance here.  Is the TDC1000 TDC7200EVM an appropriate chip set to handle my 72" project?
