Good mounting of the transducer is key to getting a good measurement result. The PGA gain on the receive path may need to be increased to see the return echo, and you may need to apply more transmit pulses to have a powerful enough signal. Additionally, make sure that you have set your blanking time so that it does not overlap your return echo. Figures 37 and 38 in the TDC1000 datasheet provide a good timing diagram to help with this: www.ti.com/.../tdc1000-q1.pdf
