TDC7201: Measured distance of TDC 7201

I have a customer question about TDC 7201.
It is described in '3 Description' of data sheet P1 of TDC 7201 as follows.
'(TDCs) That can be used to measure distance down to 4 cm and up to several kilometers using a simple architecture'
Also, the minimum value of 'Pulse width for Stop Signal' is described as 10 nS in '6.6 Timing Requirements' in Datasheet P6.
When projecting a pulse of 10 nS with a laser power reaching several kilometers, it is considered that retinal detachment will occur if it enters human eyes.
Can I shorten the 10 nS pulse?
It seems that distance measurement of several kilometers can not be done unless it is made less than 10 nS.
In the experiment it operated even under less than 10 nS.
Please tell me whether it can not be less than 10 nS.
