AWR1642: TI AWR/IWR1642 thermal stability issue

We have been experiencing the thermal stability issue for the TI AWR/IWR 1642 chip. Here is the phenomenon:
When the chip was turned on with room temperature, the  chip functioned  correctly. After a few minutes, we turned  off the power and turned on again, no RF transmission was found. After we waited for the chip to cool down,  and turned on again, the chip then functioned correctly again. 
Or if we used a fan to blow at the chip, the chip can be turned on,  off and on with no problem.

Is this hardware issue or firmware issue?  Can we monitor the chip temperature using the on-chip temperature sensor?
