A version of this did end up being created and published by the Industrial Radar team. No guarantee that it has exactly what you need though.

The industrial radar team has this as part of their industrial radar toolkit which can be found here: dev.ti.com/.../

Okay so as of now it seems only the EVAL kit antennas are freely available. I was hoping for a high gain directional antenna for fluid level sensing.
