TDC7201-ZAX-EVM: How can use low sensitivity PD module in TDC board?

I want to use the Hamamatsu photonics PD module with TDC board. But this PD module sensitivity very low and that why it could not able to operate the ToF calculation. Because TDC board need input voltage between 2v to 3.6V.  
I would like to know that how can I use this PD module with the TDC board.
