Could you provide a little more information or possibly a "mocked-up" (hand-drawn, visio, etc.) version of the communication sequence that you are going to attempt to use?
When you say "discontinuous," How long of a break/discontinuity do you expect between clock-pulses?
The I2C interface is meant to operate with a clock freqency from 1kHz to 400kHz in "Fast Mode" and 1kHz to 3.4MHz in "High-Speed Mode".

Hello Shahar,
The I2C inteface on the TMP102 cares only about the clock edges and not the clock frequency. Therefore a varying clock-pulse should work as long as the high or low periods of the clock pulse do not exceed 1ms (SCK = 1kHz). Since you've stated that the minimum frequency is 10kHz, you should not experience issues with this.
