I am having a power issue at the female headers J5 and J6. I am neither getting 3.3V, not 5.0V power level at J5 and J6. Although, other GPIO pins are able to produce 3.3V power level on GPIO HIGH and LOW. What could be the possible issue?

By default 3.3V and 5V are not enabled on the booster pack connector.
Please refer to the below schematic R115 is not mounted. This is done intentionally if this board is plugged to another launch pad then two different supply should not short with each other. If you would like to tap 5V then you may have to mount R115 resistor. Same case with MCU_3V3 J6 pin 1 to get 3.3V on this pin you need mount R130 resistor.

Is it why I am not getting 3 and 5v power at nearby 3 pin female headers too? I think those are J4 and J7 but not sure.
