TDC7201-ZAX-EVM: Eval Board does not show up as a COM port after FW update.

I followed the instructions in the user manual for this board, and it said that the firmware was updated for the kit. However, in device manager, the correct COM port is not listed. 

After the FW update, it looks like in the manual (the dialog shows the the update was completed successfully). Then go look at Device Manager, and I don't see a COM port associated with the TDC7201. I see:

MSP Application UART1 (COM3)

MSP Debug Interface (COM4)

Can you help me debug this? I have re-installed the FW with the same result.

I have verified that the TDC7201 board is plugged in correctly, and I did not plug it in wrong at any point.

I did connect the pulse signals to the TDC board before I applied power. The pulses were about 3V and 5V in amplitude. Could that have damaged the TDC board?
