TDC7201: How to set the clock frequency?

When I use measurement mode 1, please tell me how to set clock frequency of TDC7201.
In my use, the distance of TOP is under 4m, and Start and Stop input is the pulse at 100kHz.
In this case, the smaller clock frequency is better result.
But is this setting worster the standard deviation?
Also does it effect the resolution?
If I want that the measurement error becomes within 3mm or smaller, how do I do?
