Hello,
I am using HDC2010 evaluation kit. I read all 20 bytes. All bytes except Manufacture ID & Device ID are fine and are as per expected (Default values after reset).
Whereas Manufacture ID and Device ID are read as 0xFFFF. Is this expected.

this is not expected. can you provide the logic analyzer capture or screen shot of this occurring?
Should look like this :
Dear Vishnu, the EVM has a header on it by which you can connect a logic analyzer or scope probes to see the activity.
since you are using the EVM, in this case, if you could provide a screen capture of the GUI like this one, that would be sufficient, too i think

The HDC2010METEREVM is self contained demo with a display. It was not intended to communicate with any of the GUIs.
if you are modifying the MSP430FR5969 code 
on the device, then to get to the root of your issue, on that hardware i think you will need to connect a logic analyzer or o'scope on the I2C lines, to see what is being returned from those registers, quickly.
