Please advice whether we need this element in IWR1443 design, which is connected to the ground
is it some technological part which not plays in mmwave process or may be it is a part of antenna path (though it is grounded)

This is a a transmission line structure, mainly used to evaluate the PCB / panels performance under a probe setup.
Functionally it's not needed for the IWR1443 operation. However if you would like to evaluate PCB fabricator and PCB substrate characteristics you could include this structure, But you need to have a Probing (GSG) capability to measure S-parameters on this structure. From the S-parameter (S11, S12) we could assess the capability of the PCB vendor and material characteristics. This is not a must have structure and not related to Antenna.
