What's the use cases for OOPENTHL for OSIN/OCOS? In a real application, if there is open of input, OOPENTHH will be triggered because of pullup and pull-down resistor sets the IZX pin state.

You're correct, either OOPENTHL or OOPENTHH will be triggered during an open condition. They are both included so that both possible orientations of pull-up/pull-down resistors are supported.
When OOPENTHL will be triggered during open condition? According to my understanding, once an open happens, IZ1 will be pulled high and IZ3 will be pulled low, then OOPENTHH is triggered.
OOPENTHL would be triggered during an open condition if IZ1 is pulled low and IZ3 is pulled high. As you can see, one or the other of these fault bits will be triggered depending on the AFE pull-up and pull-down resistor configuration.
