These are dummy antennas, they are kept to reduce the mismatch between the 4 receive antennas.
This will help us to improve parasitic matching on the inner receiver antennas (RX2 & RX3) as compared to outer antennas RX1 and RX4.
These dummy antenna elements help in slight gain/ phase mismatch reduction.

By the way, Are there reference documents which explains designing and tuning of millimeter wave microstrip patch antenna on TI web site ?
Or is it possible to tell me the detailed documents which explains designing process of series connected patch antenna such as used in IWR1642BOOST ?

Each TI EVM provides layout database which includes antenna. Unfortunately, any custom antenna design is beyond the scope of E2E support.
Alternatively, You may want to explore our partners who develop custom antenna designs depending upon your needs in the same link.
