I received my AWR2243BOOST Radar board but I noticed there is a small component on the board missing. Not sure if this could be major issue. Please see the attached image for more info.

There are some components that are left unpopulated by default in the design, you can look at the design files available online (http://www.ti.com/tool/AWR2243BOOST) to have a look at the components that are unpopulated by default.

It looks like the components have come off due to some kind of physical damage (by seeing the solder paste peeled off).
Just the warmrst signal LED has come off, so functionally the board should still work.

Also, what is the functionality of warmrst LED? I cannot find any information in the board documentation.

Both the components are related to the LED, one if the LED itself and other is the series resister. You can refer to the schematics available at the following link (http://www.ti.com/tool/AWR2243BOOST).
The functionality of the warmreset signal can be found in the AWR2243 device datasheet ( https://www.ti.com/product/AWR2243).

So with having these two components removed doesn't impact the board functionality?
That is right. These two components should not cause any functional issue. But I would recommend you look around the mounting legs if there are any other components missing. I suspect the there has been am impact on the components around the mounting legs while assembling the legs.
