The board did not power up when arrived and after inspection I figured out it is short circuited.
Can we get it replaced or refunded?

Did you try to initially power the board on when you received it? If so, can you please provide the specs of the power supply you used? Each board is tested after assembly so it should not have been sent to you with a short between 5V and GND.
Also, it looks like you have placed the board on a sheet of paper on top of a desk. These boards need to be handled in ESD safe environments as they are susceptible to ESD and a sheet of paper is never a safe place to set a board in an ESD safe environment. It is possible that some ESD damage has resulted in an internal short to GND on one of the devices on the board.

Thanks for your reply. I am using a power supply model YT-0540 with 5v output and 4A max.
The ESD was taken care of when operating the board first time. The pic was meant only to validate the short circuited.
I am also surprised, because I have a couple of other older boards, powered by same power supply without issues.
Another weird thing, is that, the delivered AWR2243BOOST board had a post-it sticker with handwriting: B22-0504 on it. I do not know if it means something to your quality control team.

FYI I have approved you for a refund/replacement from customer support.
The board should not have had a post-it sticker on it, that is very strange. I will follow up with our manufacturer to see if I can find out what that means.
