The setup looks fine to me.
If this is the only EVM in your possession, you may have to use an oscilloscope to figure out if it is a device issue or a communication issue. Capture the I2C bus communication sequence and see if it is sending the correct device address.
If it is, and the device is not responding, then likely something is wrong with the IC.
PS – it is not required to hook up load at this point in order to establish communication.

You mean I need to capture the waveform of Data & clock, and check the first series command of I2C is sending the right address, am I right? So here is my questions as below,
How can I judge it fine or not? Do you have sample waveform for reference? I am worry about the system(window 10) can not match the GUI of INA230.

Yes, data and clock on the EVM will confirm if the GUI is sending the right command. It would have been faster if you have more than one EVM because the likelihood of multiple EVM’s have the same issue is low.
Look for something similar to below:
Windows 10 is compatible with the GUI. If you haven’t received any error message during installation, you should be fine there.
