Thank you for re-attaching the images. Arguably both the images have correct Tx start time is correct.

In the profile configuraiton API Tx start time allowed to program for both positive values as well as negative values with resolution of 10ns.
As shown below.
This is mainly:
If the Synthesizer values have not been settled to desired value (depending upon various chirp configurations), then by using Tx start time it could be prevented going into air by adjusting the Tx start time by the desired amount either on the positive side or on the negative side referenced from at the knee of the ramp.
