Can you explain in more detail about your first question? What you are trying to measure? What will be the system setup to do that?
For your second question, yes, iwr1443 has two stages of analog highpass filter, and the corner frequency of the high pass filter can be programmed through profile configuration inside radar studio or profileCfg in SDK demo. After sigma-delta ADC, there are stages of low pass filter before each down sampling stage, but they are not programmable.
For the two stage of high pass filter setting, you can search "hpfCornerFreq1" and "hpfCornerFreq2" at SDK doxygen documentation below:

I hope that the waveform of IF signal can be measured by oscilloscope.
The IF signal can be output at the chip pin for testing.
What is the order and cut-off frequency of low-pass filter?
Does iwr1443 have low power consumption mode? Can 4-20mA power supply support??
The low pass filter order is not available. But you can find following information about the filter performance. the The filtering performed by the digital baseband chain is targeted to provide: • Less than ±0.5 dB pass-band ripple/droop, and • Better than 60 dB anti-aliasing attenuation for any frequency that can alias back into the pass-band.
You will need to submit a different e2e ticket on the Low power mode.

Here is the reply from our hardware expert:
The IF signal cannot be brought out as its most sensitive signal, it would be affected by pinout loading (i.e. parasitic on the pinout path, board trace and external instrumentations loading) which alter the characteristics of IF signal hence, it’s not brought out, and digitized internally through sigma delta ADC. Digital signals are immune to these effect hence it’s sent out over LVDS interface to external world for raw ADC data for analysis.
