IWR6843AOP: Why is recommend to keep NearY greater than or equal to 2?(ITB4.4.1, PPL, static boundaryBox)

I and my customer saw 3d_pplcount_user_guide in ITB4.4.1.
I don't know the reason that is recommend to keep NearY greater than or equal to 2.

    Targets which are too close can get into angular FOV limits causing less accurate detection and hence tracking errors which are especially problematic with static track maintenance. In general, we don’t recommend configuring static zone in the area where we have no/less accurate detection. This includes extreme FOVs, ranges beyond the reach, areas behind the walls, etc.
