Can you flash and run applications on the custom board using external debugger? trying to understand If the issue is with the emulator or mmwave section.

Yes, I could run the application board using an external debugger.

Now I try another approach -  I used the TM4C1294 LaunchPad to flash a blank chip with this binary file::\ti\ccs_base\common\uscif\xds110\firmware_3.0.0.11.bin. Then put the flashed chip in a XDS110 probe. It is supposed to work as an XDS110 but the device is not detected by windows. 

Not sure if I am following the right steps.

The on board emulator should be ok . I took the MCU from a XDS110 probe and put onto my board and it works. So my question is how to make a new MCU TM4C1294NCPDT as XDS110. I guess the binary file to be used should be  this one: \ti\ccs_base\common\uscif\xds110\firmware_3.0.0.11.bin as suggested by the XDS110 user guide. Is the bootloader the same as that suggested by the user guide as well?

That is useful. Any further info. on how to program the bootloader  using LM Flash as suggested by the post? 

In the LM flash programmer, there is no tab to select just the device other than the evaluation board or launchpad. Even for the evaluation board or launchpad, only the firmware and not the bootloader can be programmed.

     Could you please confirm, you have the EMUPACK installed on your system. 

If not, please download and install the latest EMUPACK - http://processors.wiki.ti.com/index.php/XDS_Emulation_Software_Package

Also, Charles mentioned above user guide is the correct procedure to update the firmware on theTM4C1294NCPDT to make it XDS110 emulator, If this is not working out, We may have to look at the every small difference in the hardware between custom Radar board and IWR1443 EVM.

It already has the EMUPACK loaded.

Here is the summary on my attempts:

A.  I followed section 3.7.3.2 Firmware Maintenance Utility - xdsdfu of the XDS110 Debug Probe user guide to flash the MCU with xds110 firmware but the chip cannot come out of DFU mode after flash. Then flashed the bootloader on it and it cannot be recognized as a USB device by the PC after flash. Then need to short TDO to ground and re-boot the chip and then repeated flashing the firmware. It gets into the DFU mode again. Anyway to get out of the DFU after flashing the firmware? Or any other way i.e. using jtag to flash the firmware?
