In I2C communications, START condition is defined by a high to low transition on the SCL line while SDA is high. There are no timings associated with that definition.

What value is the maximum of "Shutdown entry delay" (tSTART=15msec) in specifications?

This is the time the part waits for further I2C traffic before going to sleep. This device is made for ultra low power systems, and it will go to sleep to draw very low current while not being used.

This specifications of tSTART are unrelated to the communication timing of I2C.
Is this understanding all right?

That is correct, as there are no timing requirements for the START or STOP conditions.
