Yes, firmware can be loaded onto the PGA900 through CCS and a JTAG emulator like the XDS200. For development purposes this is done through the debugger and loaded into the DEVRAM. This procedure is described in detail in the Software Quickstart Guide (SLDU015A) which will be available in the same repository as the datasheet.
If your customer has not already checked, I do recommend looking into the PGA300 or PGA305, since they provide the same analog front end and output stages as the PGA900, but they include digital nonlinearity and temperature compensation without the need for customer-developed firmware. This can greatly speed up development time.

So, the XDS200 is recommended just load firmware into the DEVRAM? And the OTP memory? This information not is clear.
