I am trying to evaluate the AWR6843AOP to locate a people position in the room with 1 feet accuracy. Is this something the device is capable of? is there any literature to help with this?

In most cases, yes, though the exact answer is a bit complicated. For inside a room it is probably true.
This will somewhat depend on the chirp parameters. Please see the People Counting user's guide for information about the chirp parameters used for the 3D people counting. The accuracy/resolution will also differ in range, azimuth, and elevation, so there will be different accuracies in different cartesian directions, and it will generally reduce as you get farther from the sensor. The radar theory is detailed in the video training series as well.
Let me see if there is any documentation on the max capabilities of the different antennas and get back to you.

Sorry for the delay. Please see this app note about determining angular resolution of different antenna designs. The high level parameters can be found in the Resource Explorer Antenna database.
The angular resolution for the AOP EVM is 29 degrees.
