is there any c-file or CCS project which I can use to access the OPT3004 with a MCU?

We do not have this. We do have a linux driver posted online, but this would likely be overkill https://www.ti.com/tool/OPT3001SW-LINUX

There is also a boosterpack with OPT3001 on it. You can check the included software here: https://www.ti.com/tool/BOOSTXL-BASSENSORS#order-start-development

This would work for OPT3004 as well
