Hi TI team,

The PCB used in the reference design scheme provided by the DC1004DSCR manufacturer is a flexible board, and the cost is a bit high. We want to know whether the water level detection function can also be realized with a hard PCB board. If it can be realized, are there any special requirements for the thickness of the PCB

There are no special requirements for the PC board thickness.
Some general guidance on the PCB sensor design is given in section 4.4 of the refence design document.

flex PCB liquid level sensor can be converted to a 2 layer rigid PCB ?

The liquid-level sensors can be implemented as a standard 2-layer rigid PCB.
However, a sensor design implemented as a rigid PCB may be different than the flex sensor.
As I mentioned, section 4.4 of the user's guide provides some general comments on the sensor PCB, but the sensor design details will be dependent on your system requirements, and the mechanical & electrical properties of your sensor's PCB materials & design.
