IWR1843BOOST: Installing Industrial Toolbox version 4.6.0-Failure

Could you please inform me of the browser you are using? Could you try using theo other in Firefox or Chrome?
I would also try clearing your cache. If issues continue you may have to try a different machine.

I'm using Chrome, and after clear cache, it still can't download successfully. The error shows as below.

After disable the proxy setting of CCS, I can download the toolbox. But after toolbox 4.6.0 downloaded, it still can't import CCS project.

The instructions to import a CCS project are described in the Out of box demo. Projects are imported after installing the toolbox and the mmWave SDK. Could you try the following from within CCS? You can find instructions in the 'Setup Guide' from the screenshot you have posted.
