IWR6843AOPEVM: Confirmation about EN 62311 RF exposure test

Customer want to confirm the following. Below is the inquiry.

I wanted to ask a question about the sensor IWR6843AOP. It states that you should not operate it within a distance of 20cm.

I meant to use it to detect people within 20cm. Would this EN 62311 RF exposure test result mean that I can or can't safely use it to detect people within 20cm? And if it is dangerous in this range what steps can I take to mitigate this? (modulating the detection using a duty cycle etc...)
