The YBG Package is smaller, and has lower thermal mass, so in most cases it will provide a slightly faster thermal response than the DRV package. Your PCB layout is going to have a greater effect on the thermal response time than the package selection will when the packages are both this size though.

Yes, the junction to ambient thermal resistance (R_θJA) of the TMP117 in the YBG package is higher, so it will conduct heat energy from the air more slowly than the DRV package. With a proper board layout though, either package can be used very well for ambient temperature measurement, or can be used for contact measurement like for skin temperature.
