I can't change "reply notification are off" to on

I tried to change notification option from off to on but it couldn't. I don't know why it can't change.

What is the reason and how it can be solved?

I referred below post. Option could be changed but couldn't. I would like to know why we can't change the option.

I checked the thread and your reply notifications are on. There was a system issue last week where some settings weren't applying immediately. It would seem to be ok now though.
