I have a question when I use CD4051BM96. I wonder if it is possible that "VDD =10V VEE = 0V VSS = 5V“ ? I don't want to use negative voltage.
Could this way to power supply?

The logic inputs are measured relative to VSS.
What is the actual problem you're trying to solve?

To piggyback on what Clemens is getting across here, you can certainly have your VSS = 5V. What you're doing here is just ground shifting. As long as the signals stay between your supplies and stay within the specs listed in the datasheet, you'll be fine. The only thing to take into consideration is that the VSS is the ground that the logic pins are referenced to. So if you apply a 5V signal thinking it would be high, you've actually applied what would effectively be a "low" since you've shifted the reference point up 5V. This isn't necessarily a problem if your system can support the proper signals to control the logic but is a very important thing to take into consideration.
