Regardless, IN1 and IN2 can certainly be tied together, this will just allow both switches to change at the same moment. Also, you can also float the NC1/2 pins if you like and will not impact the functionality of your switch as long as this is a low frequency application (otherwise it is advised to tie them to a 50 ohm resistor to GND).
