    Hey Sam,

    What conditions will the device go under? 
    Is the idea here that the SN74CBT16861 would be powered off then connected to an already existing supply that is powered on? 
    This shouldn't be an issue but would technically exceed the recommended operation supply voltage condition for a tiny bit while it powers up (VCC -> 4-5.5V) so we can't guarantee the performance for that tiny bit of ramp up time. If there are conditions where the device is powered off but you are going to see some input on the I/O's it shouldn't be an issue but note that you will see leakage, as specified in the datasheet:
