I cannot download. It is not clear if the link is broken or the firewall is intruding.

I managed to download from inside and outside our network at that link... not sure what the issue is.

Perhaps directly downloading an exe is causing trouble. You could try the zip file in the second post in this thread (first post link with the "development kit" link is dead, the 2.8.2.0 zip link is the one you want): https://e2e.ti.com/support/sensors-group/sensors/f/sensors-forum/964057/tmp117evm-usb2any-sdk-required-to-safely-work-with-the-module

Let me know if that doesn't work, we'll find another way if needed.
