Should I consider this only when I am using a supply of Vcc-2.1V ?? please clarify.
Also it is mentioned 'per input'. What this means??

See section 4.6.28 of the Understanding and Interpreting Standard-Logic Data Sheets application report. This happens only when you are using an input voltage that is not near GND or VCC.
Hey Pradeep,
You'll see spikes in the quiescent current when the control pins voltage is between GND and VDD. Each pin that is in that condition will add more current. This isn't typically there as you're usually switching with a control input between a voltage close to supply and a voltage close to gnd. But if you were to use a voltage inbetween, the current would spike.
