2.If not using the COM pin, how to deal with it, floating, pull high or pull low?

Just to double up on what Clemens said here, the COM pin is where the Y1 and Y2 will be connected to depending on the state of the A pin. If you aren't using the COM pin then the mux has no purpose so I'm willing to bet there is just some misunderstanding in either the functionality of the device or more likely a misunderstanding of what each individual pin is meant to be used for.
I'd confirm with your customer that they understand the functionality as shown in the pin functions table on page 3 of the datasheet
