TI typically can't really give recommendations on the use of 3rd party products like a conformal coating. But generally speaking conformal coating can be used and shouldn't cause an issue if as long as no aggressive chemicals are used in the product that could end up corroding some of the package and/or exposed pins. 
It should also be able stable enough to withstand changes in the outward environment without causing too much mechanical stress on the device as well. As in shrinking and expanding due to temp or humidity should be minimal as to not strain the IC long term. 

Concerns for the 1B51NS interaction with a silicon chip would likely be better addressed by the supplier themselves though. It does seem that the intended purpose of the product is to cover electronic devices so I'm sure they have experience with it. I just can't be a reliable source to sign off for their product
