There are two states of origin for CD4051BM96: Malaysia and Mexico, and the silk screen printing of these two states is quite different, please help confirm the problem of silk screen printing, and whether the original factory has sent relevant instructions.
In addition, the electrical characteristics of CD4051 produced in Malaysia and CD4051 produced in Mexico are different, Malaysia's PIN8(+) and PIN12(-) have diode characteristics, reverse blocking, and Mexico's normal chip diode file measures PIN7 pairs
Neither PIN12 nor PIN12 can pair PIN7. The resistance of PIN8 to PIN12 measured by the normal chip in Malaysia is infinite, and the resistance of PIN8 to PIN12 measured by the normal chip in Mexico is about 14MΩ. Please help confirm this problem

These two sites indeed produce different devices. Both conform to the datasheet specifications.
What you are trying to test for is outside the datasheet specifications, so it is not considered a problem. If you want your tests to succeed, you have to allow the characteristics of both.

The schematic has nothing to do with this.
Your tests have to allow devices with and without diode characteristics, and devices with both ∞ Ω and 14 MΩ.
Once the transition announced in PCN# 20230906004.1 is complete, all devices will have the new characteristics.

What exactly are you trying to check? What thresholds do you have? Clemens is correct in his assessment but I'm not following what you're actually trying to test for or what the schematic you shared is supposed to be providing us here.
