On the TI website the selection table states the TS5A23159 has 'Powered-off protection'. However when you look at the datasheet this is not mentioned? There is no 'powered-off leakage current' parameter stated in the datasheet? Also the website says TS5A3159 does not have 'powered-off protection' but TS5A3159A does?

The TS5A23159 has "Isolation in Power-Down Mode, VCC = 0" which is the predecessor for power-off protection. It means the same thing.
Here are the datasheet specifications for leakage current at this condition.
"Also the website says TS5A3159 does not have 'powered-off protection' but TS5A3159A does" - Yes, that is correct. The TS5A3159A has "Isolation in Power-Down Mode, V+ = 0".
