If change pumps aren't used, what is the basic method utilized to to allow signals to pass at levels equal to the power supplies. In other words, how is it made rail-to-rail?

For this part, it has one N-mos and one P-mos paralleled. so when rising or following ,at the differnt voltage , one phase N-mos is on, one phase P-mos is on. when the passed signal at power supply level, that is the phase of P-mos on.
