CHG_DET / CHG_AL_N are GPIOs to tell the system controller what is being connected to the USB port. The system needs to decide how to interpret the GPIOs and how much current to draw. The BQ24392 device only provides information to the system it doesn’t have the ability to act on the information and draw current. The Vbus pin is only used to power the BQ24392 and tell something was plugged into the USB port to initiate the detection sequence.
